Lots of rules can apply, the most important being if using #12 conductors protected at 20 amps the max you can use is 9 current carrying conductors (plus a ground if needed). But if protecting at 15 amps, which is 50% of 310.15(B)(16) 90 degree column then: Depends on the conduit type, it ranges from 12 in schedule 80 PVC to 17 in IMC if using THHN. If the conduit is less than 24" then 18 to 25 are allowed (Chapter 9 table 1 note 4). And if stuffing romex through longer than 24" it requires 1" for one 12/2 or 3/4" for one 12/3 (53% fill, elliptical cables calculated as round conductor of major actual dimension).
