Looks like you go to Search and type in Device Manager and click on it to open it. Scroll to Imaging Devices and click on it. Then click on webcam. Then at the top of that same window, click Action where there are options to disable or uninstall it. According to Phil the device will be reactivated after the PC has been rebooted which is not so. I have disabled my webcam, restated the PC and the web cam is not working. It can be reactivated by going through the same steps and clicking enable and then the device will turn back on. There is no parental control to prevent it, you may want to consider uninstalling it all together. If you do so, don't forget to uninstall the driver.

I think you need to install parental control software (disabling the device will only be re-enabled on reboot) read here http://answers.microsoft.com/en-us/windows/forum/windows_vista-security/is-there-any-way-to-control-the-webcam-built-into/c0ec96e2-1591-44d6-aff3-8fae29cc9bd3 it goes on about blocking the programs that use the device the other option is keylogging (to record/alert if device is used) Just want also to show my appreciation to a real caring father - good on ya (wish many more would take similar precautions/responsibilities) ps I'm thinking also administrator rights/user access may also be an option (you become administrator and block webcam on her account)
