Try this: Click on Start -> Right Click on Computer -> Select Manage -> Find Local users and Groups on the left side panel and open up the Users folder. Now I suggest disabling all accounts except for the one you use of course. Just double click them and select the Account is Disabled check box. Then double click on your account and goto the Member Of tab and make sure the only group there is Administrators.

Sounds like the Security settings do not have Admin privileges Windows Explorer → C:\ → right click → Properties → Security and check your Permissions. Your Administrator Account must be displayed with all privileges checked except "Special permissions". Do the same for your second HDD If Administrators group is not displayed → Edit → Add → Advanced → Find Now → scroll down & click the corresponding group → OK Check ALL the boxes except "Special permissions" Apply → OK Restart \\☺
