You'd first have to have a few years of basic training at a good acting school near where you live - those major Drama Schools teach at the same level as a university, so you need to have already studied at basic and intermediate levels. When you'd had a few years of good training you'd be told all about applying to drama schools, how to perform monologues to a panel of judges - and loads more besides. You'd also need to have had a lot of experience, acting with a good community theatre. As for how much it costs - check out their website - but bear in mind that you're not going to be ready to apply for a few years, and prices rise! You also have to take into account your living expenses - rent, food, bills, etc.

If you watch the movie, "Fame," that has at the beginning several auditions for a PA school in NYC. That can give you an idea of what that's like.

That's basically the gist of it. You usually have to pay around 40-50 dollars to apply/audition and then you do one monologue or two contrasting monologues in front of the directors and they pick from the hundreds of people who audition probably around 20 actors every year. In order to get in you have to be the best, it's as easy and difficult as that.
