It varies by state, in the USA, and by country outside the USA. If you are in the USA, call your county clerk and ask, or google "Name change ____ County". If you google "name change {state}" you'll get a bunch of ads for companies that sell you the forms the county clerks will give you for free. In general, in the USA, You fill out a form and pay a fee. (The highest I've seen is $400, in California; lowest is $129, in Tennessee.) You take out a legal notice in a newspaper to run once a week for 1 - 4 weeks. That costs money too. You go back to the court. If no one has objected, you get a decree. You take or mail a copy of it to the DMV, bank, library, credit card company, SSA, your employer, ... "Expensive" is relative. If you normally spend $100 per couple when you go out for dinner, no. If $100 buys your food for a month, yes.
