By piracy, mostly. Or more accurately, by privateering. Sir Francis Drake made himself a millionaire by raiding the Spanish Main for a whole decade. England had its hands full with religious and dynastic conflicts. Elizabeth tried to conquer Ireland but lacked the resources. Overseas colonies had to wait.

England did not have an Empire under Elizabeth.They were struggling to survive the Spanish onslaught (Armada, Spanish Netherlands). England was loosely allied with the other Protestant powers at this time - Spain had an Empie, Free Netherlands had a mercantile Empire, Englnd had "hanging on"
