You can get it but it wont be the proper ios7, it will change the appearance and make it look like ios7 but it wont be the actual one. To do this look on youtube and they have ways to do it through cydia and things like that :) GOOD LUCK ;)

You can't. iPod touch (4th generation) didn't get the update. iOS 7 is compatible with the following devices: iPhone 4, iPhone 4S, iPhone 5, iPhone 5C, iPhone 5S, iPod tocuh (5th generation), iPad 2, iPad 3, iPad 4, iPad Air, iPad mini, and iPad mini with Retina display.
