Yes, 20 is a party. I think it's perfectly reasonable. Just hope that your friends don't brings friends. And don't announce it on facebook. Just a suggestion...why don't you ask this in Polls & Surveys? You'd probably get more answers from people your age.

IT depends upon the reason you are having the party. If you just want to get together with people you really like and have a good time, 20 should be more than enough. If your goal is to have an epic, everyone-at-school-will-be-talking-about-this-for-weeks party, then probably not. If it were me, I would go for the smaller party. You'll be able to spend quality time with your friends and have a really good time. You don't have to get as much food or drinks and the clean up will be easier. With a group that small, you probably won't have to worry about someone doing something stupid or breaking something. And if someone does get out of control, it can be curtailed much easier than in a mob scene where people would possibly be egging them on. Also, alcohol will be less likely to be a problem (although at your age, there shouldn't be any alcohol). Larger groups will more than likely cause a huge mess, something in your house could get damaged and chances are, someone will get out of control. Better avoid the trouble and have a smaller party and enjoy spending time with your friends.

Counts as a party, it just isn't a house party.
