New York, hands down. aside from playing a major role as a strategic site in the revolutionary war and becoming the hub of the American economic system, it also had major roles in the development of sewage systems, subways and other public transportation systems, water treatment, disease research, electricity and electrical grids, cultural development, social progress, national fire codes, building regulations, law enforcement protocol, conservation efforts, and the initial building of skyscrapers, just to name a few things. It's why it's considered one of the most important cities in North America right behind Washington D.C.

New York. California didn't become really significant until the 40s when many war industries were moved there.
