If you get a "new" car, you will have payments unless you pay it in full, higher insurance premiums, higher taxes. You have to weight out the costs of what you will spend yearly on a new car and a used car. Actually, 99K miles on a Honda is VERY good! Honda's, Toyota's are know to run over 300K if taken care of. The things that you are mentioning are maintenance things that every car will need done in some point or time. I would say, hold onto the car, until you can afford a new car.

It would be Bette if you get a new car. The money that you will spend for repairs would better be spent in amortization.

Buy a shop manual and do some of your own fixes. Brake pads for $300? I've never had a shop do them, but usually can do them for under $50 of parts in about 30 minutes.
