The full moon is an event that happens at a set time, viewable from the half of Earth that can see the moon, and still occurs even for those who *can't* see it. If the time in India is 10PM, on the 16th, then I *believe* it's 9AM on the US East coast, on January 15th. (I'm not sure of the time difference; I think it's 13 hours, minus the international date line...?) While the moon appears full for a day or so, and the Earth will rotate so everyone is able to see it, the time for it's *exact* fullness occurs at a particular moment, when the moon is furthest from the sun in it's orbit about the Earth.
