Any form of cardio in the morning is your best bet. Running or whatever gets your heart racing for a longer amount of time (20-30 min is a healthy amount for a beginner). Doing cardio on an empty stomach helps burn fat faster as that is the only fuel your body will have in the morning before breakfast. When I say empty stomach, I mean empty of FOOD ONLY, NOT WATER. So drink plenty of water before during and after you do your cardio. Also remember to "listen" to your body. Everyone is different and therefor what you're capable of will be different from what the next person is capable of.

It doesn't matter what you do first. I would recommend doing what you feel like doing first - as long as there is a nice long break (over 3 hours) in between. Without a nice long break, you would strength train first. There are no scientific basis to do cardio first in the morning versus lifting in the afternoon and vice versa - when there is a good amount of time put between the workouts. As long as you give your body time to replenish nutrients (recover), it doesn't matter what you do first. Your body burns calories 24/7 no matter the time of day or activity. Eat and drink healthy in between to replenish your body. Do what you like! Good luck on your New Year's resolution! Best of luck and good health!
