If you want to know that who are accessing files and create report for viewing all users activities, then you should try the file access auditing tool to allow automatic generation of reports. You can get much more information about this tool from here:

You CAN use native windows auditing to do this...but be warned, if you're watching more than just a few files, it's going to fill up event log quickly.
