A wise person knows what to do or he should be flogged. This is just how I read it

< a not to wise > It is sufficient to tell a wise person "not" to do something. He understands that the behavior is not acceptable. A person who is not wise (otherwise) ... needs some heavy handed guidance, like the use of a rod. There is another saying, "spare the rod, spoil the child" which means to ignore bad behavior (and not use the rod) . ... Which spoils the child. He becomes a spoiled brat.
