Yep, that's how it works. The same is true for World of Warcraft and a lot of big name MMO's. Sooner or later it will probably become free to play, but that could take years and you should expect a lot of micro-transaction, pay to win stuff.

Well ESO isn't going to just be a 'finish the main story line' type of game. It's an MMORPG which means like WoW there are going to be constant updates new missions new creatures new lands to explore and to keep the workers who go and make that possible happy they need to be paid somehow. This is a constant income used to pay the people who improve the game and keep it bug free. After a few years they might be like WoW where you can play free up to a certain level. It makes sense in the long run. If people didn't pay a monthly fee then the people working on the game wouldn't be paid. It's a win win for everyone, ESO gets constant updates and new content, they get paid for their hard work.
