Use a good moisturizer first, I recommend Garnier moisturizer, they have many and are really good . That should help . (:

To get rid of any flakes on your skin, exfoliate every other day with a face scrub (i really like st. ives apricot scrub). The grains in the scrub will get rid of any dead skin cells or flakes. Also, apply a simple moisturizer (such as cetaphil moiturizer) on your face both before applying make up and at night before you go to bed. Choose a foundation meant for dry skin (such as revlon colorstay for normal to dry skin). Apply a thin layer because caking it on will make dry skin look worse. When you apply your foundation, brush it in the same direction as your peach fuzz is growing. (So if your peach fuzz hairs are growing down, use downward brush strokes to flatten the hairs. If you brush against the hairs, your peach fuzz will lift up and be more noticeable). If you find that foundation dries out your skin too much, try to use a tinted moisturizer. It will even out your skin but provide it with more hydration. Hope this helped :)

Make sure you ex-foliate!! Maybe use BB creams. I have peachfuzz too and the bb cream goes on without making it look like I've got a pancake face over peachfuzz. Either that or go with high end foundation and use a primer. I use Makeup Forever foundation and primer for special occasions (prom, clubbing, weddings) but it's very expensive!
