No, there's no "automatic" welfare. Someone has to actually apply for it. But you won't be able to add these kids onto your policy through your state exchange.

Blue Shield of California does offer family plans that allow parents and kids to be on the same plan. The problem is that you are trying to get it "supplemented by the state". By law, the supplement cannot be used for someone who is eligible to get medicaid. So, if you want the kids on the same insurance as you, then you'll have to do it without the supplement.

Dont worry about Medi-Cal. Just apply for the insurance plan you want through Covered CA. No, you wont automatically be on Medi-Cal if your income is sufficient to buy insurance. Call Medi-Cal if you are approved and cancel your file. Tell them you want to buy insurance on the exchange.
