I worked in restaurants for years and never saw anyone do this type of stuff. Most servers and kitchen staff are professionals. TVs wouldn't do anything unless you are going to monitor every single movement, every single staff member makes. You would have to put cameras everywhere and in order to actually see what the staff was doing, you would have to put in good quality ones. Most cameras are fuzzy and don't let you see much but the broad view. The cost would basically drive the average restaurant into bankruptcy. The last part of your question doesn't really make sense. If you order a plate of pasta and someone at another table orders the same thing, it doesn't matter who the cook/chef originally made it for. It's the same thing.

i could hardly wait to answer this....in ANY restaurant i worked, if one of your coworkers saw you doing ANYTHING like that you would be crucified and fired. idk what kinda restaurants that your eating at but this thought crosses your mind while dining....you should start eating at home... just build an open kitchen like prima strada cook street or noodle box.
