No, not normally. Even Windows which is the most restrictive on activations will allow you to upgrade 80-90% of the components before freaking out and locking the license.

Nope, all the infomation for the operating system excluding the BOIS is stored in the hard disk so unless you change your hard disk you won't need to buy a new operating system and even if you do get a new hard disk you can back it up onto an external hard drive or disk.
