Many companies do not have the final authority in the room to make an offer on the spot. They have to manage by consensus. You have made a very good impression and will probably be contacted with an offer.

It would have been unfair and unprofessional for the interviewer to offer the job 'on the spot' if there are other candidates scheduled for interview after you. They have a right to be seen as well even if the interviewer did think you were the best candidate so far.
You might have had a good encouraging interview. Someone else may have done, or will do, better.
