I live in a town where we celebrate the tulips coming out and i've never seen them in snow. Not saying it's not possible but i seem them come out every year and i am yet to see it.

Tulips will grow out of the snow, and bloom in spring but not when there is a lot of snow in the winter.

Tulips of the cultivated types are a bit soft and don't care for the cold too much, but they can and will grow through snow. The species tulips though thrive on it in their natural habitat.
