Yes, do fo many other countries in Europe. I don't think the UK does though.

Many countries do. Japan eats it raw. The US has funny dietary habits.

Yes. Horse is also available here in Italy. It's a specialty in an area just north of where I live. There are some meat markets in the town where I live that only sell horse meat and the supermarkets carry horsemeat (and a lot of rabbit).

You can eat horse meat in pretty much all of Europe. It's relatively rare, though.
