They do not need water when in a dormant state, for instance, bound in clay. Prions may be present in body fluids of infected mammals, and thus may get into the soil. They are not living beings in themselves, and therefore do not need water or nutrition when not active. Once they get into a mammal's system, they interact with its own proteins and get everything they need to do what they do.
