(Electric could be costly pole mounted HV/LV transformer if no suitable LV underground cable is in vacinity speak to the electric supply aurhority) estimate worse case $12-15k for electric. That's assuming you will get planning permission to build a dwelling on this land.

If the public utilities are readily available I would go for it. The cost to connect can sometimes be steep, but in the long run well worth it. And a lot less maintenance in the years to come. PS years from now you might get a notice Requiring You to connect to the public lines.
