Colleges typically use your 9th through 11th grade GPA, and your Senior GPA is used to make sure you haven't slacked, they often only see first semester GPA when they're making decisions. So you can't really use your Senior GPA to raise the GPA they base admissions on. Look into community college and then transferring after about 2 years into a 4 year college as a junior. Your state may have an agreement with the community colleges that makes transferring easy if you successfully complete the program. Ask your college counselor for help. Community college will likely save you a significant amount of money, and no one really cares if you started your college education at a CC, they only care where you graduated from. Also, community colleges offer other paths you can follow besides transfer to a 4 year college. In my are there are many good job skills you can learn at a CC in typically 2 years without having to attend a 4 year college. Good luck!
