As far as I know, Hershey's cocoa powder (which is Hershey's cocoa natural unsweetened) has always been unsweetened. That's the point. You are supposed to add sugar when you use it. Secondly, you most certainly CAN use granulated sweetener when making fudge. Have you ever heard of Fantasy Fudge? It calls for 3 cups of granulated sugar, and it is delicious.

Cocoa powder is unsweetened and always has been unsweetened. They may have changed the label on the packaging but it is still unsweetened. As to adding granulated sugar you can just dissolve it prior to use. Melt it in with another liquid or with another ingredient in the recipe. Would help a bit if you gave the recipe you are trying to make.
