There's no reason why not, after all the tattooist will be marking paper, not you. It's best to work on the design over time anyway, after all you're going to be stuck with it for life so you want to take the time to make sure that it's something that you're still going to like years from now.

It just depends on how lenient the shops are. If they do anything before you're 18 you'll probably have to have a parent with you. I'd call and ask around , every tattoo shop is different! I hope this helped.

I'm sure most shops would allow you to book in for when you turn 18. You'd still need to leave a deposit for the artwork and the appointment, and you'd probably to need to show them some kind of ID when you're making the appointment.
