No. You can only use your HSA to pay FUTURE bills, not past bills.

You cannot use an HSA to pay for any medical expense from before your first contribution to your first HSA. This is clearly stated. Because the phrasing of the rule refers to your first contribution to an HSA, and does not explicitly say whether it means the HSA that you are using or any HSA, there is some question as to whether a person with more than one HSA could use their second one to pay for something from after the first one was started and before the second one was started. In any case, the rule is that you can't use it to pay for anything from before you had an HSA.

In order to use HSA money to pay an expense, the expense has to have been incurred AFTER you open the HSA. Since you won't be on an HSA plan until 2014 and the expense is in 2013, the answer is no.

No. You can only use it for expenses after the HSA has been opened.
