Yes, you can make it (x+4) / 2(x+3)

yes, [ 2(x+4) ] / [ 4(x+3) ] is the same as (2/4) [ (x+4) / (x+3) ] or (1/2) [ (x+4) / (x+3) ]

[ 2(x+4) ] / [ 4(x+3) ] ..... because they are factors then yes you can reduce by dividing by 2 but (x + 4) / (x + 2) cannot be reduced by dividing the numbers only by 2 .... 4 and 2 are being added in this example and are not factors.
