That's the way it always works -- title first, then registration.

You sound a bit confused. The title is what you get when you buy a car (if someone tries to sell you a car without a title, walk away). You take the title to the DMV and register it. The seller is supposed to put the selling price on the title (which is what they will base the amount of tax you have to pay on). Some people will leave it blank and let you put whatever you want. I've only ever had one DMV clerk question the amount I said I paid for a car - I simply walked out and went to another branch.
