from what you described, i think you should, there are certainly parenting problems there and it suggests neglect at the very least.

You don't know whether or not it's abuse, so you need to call. They can determine. Unfortunately, there aren't regulations regarding homeschooling. Anyone can "homeschool" and doesn't have to prove that they're meeting any sort of standards. Sounds to me like this woman is in a severe state of denial, and by the time she figures out that her son has delays, it's going to be too late.

Not yet. You are not his mother. She may be doing things with him and is right. Kids do develop at different rates. She may be aware and working with someone on his condition already. Just be watchful. If it gets worse or not better in a few months, then call.
