Yes, you can, but as with all vinyl flooring, the texture underneath will slowly show through the new vinyl. They have a product called embossing leveler which can fill in the texture on the old floor to eliminate that problem. Very easy to use. Apply with a trowel, let dry, sand smooth, vacuum up the dust. And while we're at it, I would recommend instead that you use a floating vinyl floor. Means you won't have any problems with adhesion to the old floor, which can happen with sticky-back tiles. Costs a bit more, maybe, but well worth it. Trafficmaster Allure from Home Depot is one brand of it; it's the one I have and I'm very happy with it; there are others.
