Yes anyone can, it even says "Content that violates any copyrights will be deleted. Encyclopedic content must be verifiable. Work submitted to Wikipedia can be edited, used, and redistributed—by anyone—subject to certain terms and conditions." You can even edit something without being registered, however this means instead of showing your username (which it would if you were registered) it will show your IP address So to answer your question yes anyone can add details/edit details on a certain subject on Wikipedia and there is no "form of censorship" before being added - That being said if you change it to something completely irrelevant or add something stupid it will most likely get deleted

Once you register on wikipedia with any of your active email address, you can add details on any subject. And it will be online as it is posted. No censor and no limitations.

Anyone can add verifiable information that has been published in reliable sources which are cited along with the new addition. Any unsourced "details" are liable to be deleted. You do not need to register to edit an article but if you plan to do so regularly then it is better if you do register.
