Not on it's own. But it is possible to make contact with the shield and a connector port when plugging in a cable. But to try to insert a cable at that angle would be almost impossible to do. The I/O shield would have to be pretty mangled and/or you were blind or buzzed.

Absolutely it can, it's made of metal. Anything made of metal has the potential to cause shorts. If you are having shorting issues, try removing the shield and see if the issues clear up. If you're still having trouble, it isn't the shield. Process of elimination, ya know.
