No , but it can cause some errors and maybe BSod while offline

Webcams (even mic's) can be activated and whatever is captured saved to a file: then that file may be sent to the perp when you do go on line. Once infected, there is no limit to the potential of the payload.

No, unless they have a transmitter installed directly on the computer. But, that would require them coming in contact with the computer at some point.
