They can marry you BUT It wouldn't be legal, you still need the papers/forms and if its in international waters then you can't get legal forms for it Basically it's for fun as you wouldn't have proof from any government its real I got married on a boat but it wasn't the captain and not international waters

not legally in most cases. the only way for a ships captain to legally marry a couple is if that captain is also a legally recognized wedding officiant in that state or county and then they cannot marry you while at sea. they can only do it in port. in the uk, it is not legal to get married anyplace which is not preregistered with the government and recognized as a legal wedding venue. in the united states, we can get married any place we want as long as the wedding officiant is legal, but in the uk, both the officiant and the venue have to be legal.
