Any signed agreement between two parties is valid as long as no law is broken. This provision protects the landlord from large tax increases. It also gives you (and other tenants) an incentive to vote against tax increases or to vote against those who would raise taxes. Reminds me of an old saying "There's no such thing as a free lunch."
