California labor laws are very easy to read. you can see them at the California Dept of Labor Division of Labor Standards Enforcement. On call pay is paid depending on what you are doing. If you are on call and can't do anything except sit and wait for the call to come in, you are paid. If you are on call and have X period of time to come into work or have X period of time to respond to the call, you are only paid for the work you actually do, not the waiting time.
