No, you're wrong. The dates are clearly indicated on the Obamacare website. You must enroll in insurance by December 24 to be covered by January 1 but you dont have to pay until January 10. Some exchanges may not be able to process your application by January 1 if you are not signed up by now. If you want to wait, the open enrollment period is Jan 1 to March 31.

Open enrollment runs through March 31. You can go three months without insurance before you are subject to the tax penalty. You must sign up by March 15 to get an April 1 effective date. If you sign up between March 16 and March 31 you'll have a May 1 effective date, which means you'll be paying the tax penalty. The deadline to sign up for a January 1 effective date has been extended (again) to December 24.

March 31, 2014 is the deadline to avoid getting fined. Yesterday was the deadline for not being uninsured today.
