It won't be a reasonable price in london but the mad hatter one sounds good. Or outside of london fanhams hall in Hertfordshire is 17.95 per person its really lovley the building and grounds.

The Ritz is always the place for Afternoon tea http://www.theritzlondon.com/tea-menus.html it is £45 but you only go once or try a tea dance they are great as well

The Orangery at the Kensington Palace Gardens is very reasonable and you don't need to go in the palace itself. They have around a dozen choices of speciality teas and some very fine sandwiches, plus of course the usual clotted cream, jam and scones!!! Try and sit down right at the end where they have comfy sofas away from the busy area.
