Most are. Exceptions exist. Example ford 3.0litre lion engine . It has two variants. One with 2 turbos eg land rover. And the other with one turbo but an air balancing valve so when creation speeds and throttle settings occur it opens and allows a balance between both sides.

A V engine can have a single turbo, where both sides join pipes to run it. Twin turbos is a relatively new idea and more expensive, of course.
