To get to ketosis, the glycogen stores in your muscles must be depleted. This can take as little as two days, or for some people, as long as a week (though that's rare and to the extreme). Many people will be able to achieve ketosis under 40g carbs/day. Nearly *all* people will reach ketosis at 20g/day, which is why that's the starting Atkins amount.

After going off of LC, it typically will take longer to reach ketosis. The more you restrict carbohydrate, the faster ketosis will come. Your problem may stem from too much protein. Protein is mildly anti-ketogenic. Roughly 54% of excess protein is converted to glucose - NOT what you want. You should maintain a ratio of 25% protein, 75% fat initially (with a percentage adjusted for carbs of course).
