Most rental contracts are only for the person who signed it. You are an unlicenced driver so I would say you can not no matter what. You can check, but the normal answer is no.

No. Most rental car companies don't allow drivers under 25. Some do, but charge extra for it. None do if you don't pay extra. And I don't think they allow drivers with learner's permits either.

You need to look at the rental agreement to see if you're covered, and if not then you can always call the rental company to see how much it would cost to allow you. Most private car insurance policies exclude rental cars as they should be covered by the rental company, if her insurance is like this then it wouldn't cover you even if it was your policy rather than hers. Short answer: No, you almost certainly wouldn't be covered by her policy to drive that car.
