Restaurants do this for the comfort of the employees, truthfully. They move around quickly doing hard work and move through heated kitchens. But it sounds like the manager has the thermostat set way too low. Customer comfort is important, too. All you can do is talk to the manager about it in a nice and friendly way. Maybe then he or she will realize there's a problem and do something about it. You could also write a letter. Letters are a bit more serious because there's something in writing that must be saved in a file and possibly get shown to the manager's superior, which could create a problem for them professionally...so they're going to want to do something about it more then! Or so I reason. I like to bring a sweater to restaurants and either put it in my lap or wear it, as I get cold very easily in wide open public buildings like restaurants, movie theatres and libraries.
