Serves you right for buying a French car but you should be able to clear it by inserting a needle and wiggling it about a bit.

If the water is coming out the front jets it sounds as if you are not selecting the rear wash check that you are using the switch correctly.

Does it have a separate fluid reservoir? Does the washer fluid need filled? Just because the motor runs does not mean the pump that pumps the fluid works, and it could still be bad.

Blow through the back and front pipes are clear and clean by blowing through. If they are clear then it is probably the pump and its manifold at fault, ( motor pumps one way for front and reverse for back). Sadly a new pump and rubber grommet will be required. Replacement will require the removal of both windscreen wipers, the two plastic scuttles, then find the water bottle on right hand side and undo the bolt in order to move the tank to enable you to prise out the black pump. (Take care and be patient!) Disconnect the electric feed, and the two pipes and replace. Slide the replacement in and carefully replace. Remember to refill the reservoir and test for leaks. (Don't forget the rubber seal!) Refit wipers etc. You will need to be careful and patient but it is possible to do! My pump was fine for the back but wouldn't work the front. F.J.S.
