I would have to say that it sounds as though your belt is slipping. You may have a weak tensioner pulley, I would check that out.

The screaming sound you heard is caused by the belt slipping. And once the belt slips, the rotating motion of the power steering pump pulley slows down, and therefore the pump hydraulic fluid output is reduced, resulting in weak power steering feel. Tensioning up the belt should solve your present problem. Do top up the steering fluid to the "max" mark. Happy motoring.
