Temp has nothing to do with that. It can be 180 degrees outside or minus 50 below zero, the blower should come on whenever you turn on the controls. Usually means there is an issue with the blower motor and/or connector at the blower motor Most cars do have issues with the blower motor itself forming rust on the brushes internally. Next time it doesn't come on, remove trim panel on right front side & tap the blower motor & see if it comes on. Need to replace that & the resistor block
