well....... sort of. Water is so incredibly heavy that building a house which would survive being under water would be really expensive.... no big windows like in the movies. What might be possible is to have a regular house - but downstairs you'd be 4 feet below the surface of the water and you could look out and watch the water birds and see fish swimming by. You'd have to have standby pumps and stuff just in case you sprung a leak which could happen any time. What would be great fun is to build something like this for research teams to film nature shows - but then you'd have to make the house movable.
