It's pretty cold for a pug to be outdoors. Pugs were bred to be indoor dogs. I would lock him in the bathroom with a potty pad until you get home. He will be safer and warm.

This is a really bad idea. This is a small dog and should not be left unsupervised. If you can't be outside with him, keep in inside. Dogs get hurt, stolen, abused, impregnated, and all kinds of horrible things when left outside unsupervised.

As long as its dry, and you are sure it wont try to dig out, its healthy otherwise, it should be fine give it a some kind of cover with a bed, will make it more secure. Or just simply crate it, All dogs should be able to be in a crate for a few hrs. at any given time.

I would think no as long as the dog can eat drink and move then I believe it would be just fine. :D
