In the US, it doesn't. The options are 1) transfer to linked bank account, 2) request a check to be mailed to you--$1.50 fee or 3) use an eBay debit card for access to the account.

Your debit card is linked to your bank account and any real credit card attached to PayPal is using the lenders money that you pay back. Putting the money on your credit card would only reduce the money you owe on it... which is why it doesn't work to begin with. PayPal can send you a check... but why would you want to wait when you can get it simply moved into your bank account?
